2. Jurisdiction: Applying from the USA vs Canada

Because you are applying for an Australian visa but living in North America, the jurisdiction rules of your current residence apply, not Australia's.

  • Applying from Canada: Your application must be processed by BLS International. For instance, residents in Ontario must route to the Toronto consulate.
  • Applying from the USA: Your application is managed by VFS Global. Ensure you apply to the correct jurisdictional center (e.g., CGI New York, CGI San Francisco) based on your utility bill address.

3. The Guaranteed Document Checklist

To avoid a 4-8 week delay (which could cause your Australian ITA to expire), submit exactly these documents:

  1. Valid Indian Passport: The original physical booklet.
  2. Current Legal Status: Valid US Visa, Green Card, Canadian PR, or Work Permit.
  3. Immigration Request Letter: Highly recommended. Include a screenshot of your Australian SkillSelect ITA or a letter from your MARA agent indicating a PCC is required.
  4. Notarized Address Proof: A recent strict utility bill (electricity, water, gas) or signed lease agreement.

4. Dealing with Common Delays

The most frequent delay occurs when the Indian Consulate initiates a Physical Police Verification in India because your current address does not match your passport address. You cannot skip this step. The Indian authorities will dispatch an officer to the address specified in your passport. Ensure your family in India is prepared with copies of your ID to facilitate this local check.
